This photo has not a good quality and it is not possible a good identification. It is not easy a good identification of Scorpaena loppei because it is very similar to Scorpaena notata. With this don't good photo maybe it is Scorpaena notata, maybe Scorpena maderensis and maybe Scorpaena loppei but it is not probable S. loppei because alive to more elevated depth.
